The first thing you need to know is that Turkish Airlines flights do not have doctors on duty. What it does offer however is first aid services as their cabin crew is well trained in first aid. If the passenger is in need of breathing assistance then they are absolutely free to use their own respirator or ventilator except during takeoff and eventual landing.

In the flight, the passenger will be provided with an oxygen cylinder but they will have to notify regarding this 24 hours before the flight takeoff. The passenger is also provided with a wheelchair by the airline if they are mobility impaired. 

It is to be noted that passengers who are both visually and hearing impaired are not allowed to travel without a companion.
